What is Outcome-Based Planning?
Outcome-based planning is a way of planning work around the measurable change an organization wants to create, rather than only around tasks, outputs, or project completion. It asks teams to define what should be different for customers, users, employees, or the business if the work succeeds.
This approach helps teams avoid confusing activity with progress. A roadmap, feature list, or delivery plan can show what will be built, but outcome-based planning clarifies why it matters and how success will be recognized.
In practice, outcome-based planning connects strategy, learning, and delivery. Teams define intended outcomes, identify indicators of progress, choose experiments or initiatives, and adapt their plans as evidence emerges.
